I think that was a joke thrown in there by the show staff, I really do. XD I think the writers (and I KNOW the storyborders- or at least one) all pick up on the GAY VIBES that Eddy and Edd continuously throw at each other. I think Kevin was just the perfect tool with the perfect opportinuty to bring the joke full circle for actual on-screen lip locking. 8D
That's what I thought as well. Plus it's sort of like Kevin is proving his own manliness by making someone do whatever he tells him to, and by forcing Eddy to do something "girly" like kiss a boy. Both of which are ways Kevin emotionally steps on Eddy and he knows it and thats why it's gratifying.
